Youth Health Program Manager

Reports to: Program Director 

Status: Full-Time with benefits 

Salary Range: $30.00-$33.00/hour depending on qualifications

Position Summary:

The Karen Organization of Minnesota seeks a Youth Health Program Manager who is passionate about reducing substance use and addiction among Karen youth. The Program Manager will support the Youth Case Management program that provides culturally responsive and linguistically appropriate services to Karen youth who are struggling with addiction, justice-involved, and/or disengaged from school and their families. The Program Manager will supervise youth case managers and execute workplan activities with project staff and partners, including the Urban Village and University of Minnesota Physicians. This position will also be responsible for developing relationships with external partners who interact with youth with opioid use disorders, including schools, law enforcement, corrections, healthcare providers, and Karen community leaders.

Responsibilities:

In collaboration with other team members and partners, the program manager will:

• Map existing treatment facilities, referral processes, and support services for youth substance use
• Conduct a needs assessment with external evaluators to identify barriers and service gaps
• Coordinate regular meetings with project partners and provide written updates on workplan activities
• Attend meetings with external partners including recovery centers, hospitals, clinics, law enforcement, school social workers, and local collaboratives
• Develop strategies and standard procedures to ensure Karen youth identified with opioid use problems are quickly connected to medical treatment and support services
• Conduct training for KOM staff, partner organizations, and Karen community members on opioid use disorder treatment, referral processes, and support services available to Karen youth and their families
• Supervise 2 youth case managers, including approving timecards and expense requests, completing quarterly performance reviews, and providing training and consultation as needed
• Oversee case management referral, intake, and documentation processes
• Assist Program Director and Development Director in completing funder reports
• Attend regular team meetings, all-staff meetings, and monthly 1:1 supervision meeting
• Assist with KOM office supervision at least one day per week
• Other duties as assigned

Required Minimum Education and Experience:

• Master’s degree in social work, psychology or clinically related field required OR bachelor’s degree in social work, psychology or related field with LADC license.
• Minimum 3 years of experience in behavioral counselling, opioid use disorder treatment, and/or clinical supervision (outpatient or residential) required.
• Valid MN driver’s license with an insured, reliable vehicle.

Preferred Qualifications:

• Full licensure preferred (LICSW, LGSW, LPCC, LMFT or LADC)
• Passion for working with at-risk youth
• Strong problem-solving abilities and discernment
• Ability to advocate on behalf of clients to overcome barriers to accessing services.
• Knowledge about opioid use disorder treatment best practices, treatment options, and support services available to youth and families
• Ability to analyze and explain connections between different parts of a system
• Experience creating and delivering training on substance use, mental health, or related fields
• Experience conducting community needs assessments and/or qualitative program evaluations
• Experience supervising direct service professionals and providing case consultations
• Strong cross-cultural competence including active listening, communication, self-reflection, and adaptability
• Involvement in the Karen community and ability to connect with community members.
