Position Description:
The Health & Social Services Program Director will effectively lead, hire and support program staff in community health and social services programs serving refugees from Burma, including Caregiver Services, MNsure Outreach and Navigation, Civic Engagement, Weaving, Youth Behavioral Health,
and Community Health Education. The Program Director directly supervises two Program Supervisors (Community Health and Social Services) who support a team of over 10 direct service employees and interns. This role is responsible for KOM’s Walk-in Services for clients from all national origins. The Program Director facilitates partnerships with providers in the areas of: healthcare, health insurance access, elder services, civic engagement, arts programming, youth after school and youth behavioral health. This position is responsible for creating and managing program budgets, supporting monthly invoicing, sub-grantee management, meeting contract deliverables, and maintaining compliance with funders.
Duties & Responsibilities
Program Development
- Create work plans and goals for each program/for grant applications in collaboration with program staff and partners
- Gather data, research, and community input to guide program planning
- Build and sustain partnerships with other organizations to achieve program goals
- Provide Senior Development Officer with workplans, budgets and other needed information for grant applications.
Program Implementation and Evaluation
- Ensure program staff have the written work plans, training, and resources needed to implement program activities
- Execute contract agreements with funders and contract subgrantees
- Meet bi-weekly with program teams to monitor progress and discuss challenges
- Monitor case notes, outcome data, and program expenses for contract compliance and reporting
- Create and manage program evaluation strategies to achieve intended outcomes
- Submit contract revision requests and grant reports as required by funders
- Track work plan deliverables, reports, site visits and compliance requirements, turning in required info and documents on time.
Administrative Duties (Grant Invoicing, Maintaining grant budgets and Departmental Financial Oversight)
- Collect invoices from contracted partners. Review invoices prepared by Finance to verify accurately billed and grant allowable costs. Review Profit and Loss statements and transaction reports to ensure invoices are accurate and complete.
- Submit final authorized invoices to funders as directed on each grant (to specific points of contact or portals)
- Coordinate closely with Finance on all back-office operations involving payroll allocations, grant budgets and departmental budget.
Employee Supervision and Development
- Directly supervise Program Supervisors, including regular check-ins, quarterly/annual reviews, and timecard and expense approvals
- Support Program Supervisors to oversee direct services staff
- Create job descriptions and facilitate hiring process for new program staff with Executive Director
- Coordinate staff onboarding and ongoing training with Program Supervisors and Leadership Team
- Coach program staff to develop their professional skills and solve challenges in their work
Outreach to elected officials, schools, community partners
- Build strategic new partnerships
- Support advocacy initiatives related to program areas as requested by the Executive Directors
- Assist with relationship building and stakeholder engagement.
Team player with administrative team
- Conducts self in professional manner with internal and external partners.
- Is culturally sensitive and ensures equitable treatment of all staff, volunteers, and program participants
- Manages rotation of opening/closing of KOM Office
Qualifications
Minimum Qualifications:
- MS Office Suite with strong proficiency in Excel.
- Must be able to speak, read, write, and type fluently in English and S’gaw Karen. Proficiency in Pwo Karen, Karenni, or Burmese is a plus.
- At least 5 years of professional experience in grants, social work, office administration, community health, or human services, preferably with people from Burma and/or other refugee populations
- Strong relationship-building skills with Karen community leaders and partner organizations
- High level of competency in Word, Excel, Outlook, PowerPoint and database applications
- Must be able to travel within the Twin Cities to attend partner meetings and community events
- Bachelor’s Degree or equivalent (American or international) in public health, social work, human services, or related field highly desired.

- Experience implementing grant-funded programs and understanding program-specific regulations
- Experience in monitoring data and participant feedback to document program outcomes
- Demonstrated knowledge about the cultures of different refugee groups from Burma, especially as it relates to physical and mental health
- Experience with medical translation and interpreting (English-S’gaw Karen)
- Ability to type in Karen using Karen Unicode, or willingness to learn
- Knowledge of healthcare systems and/or human services agencies in Minnesota
- Strong public speaking skills to advocate for community priorities and share the organization’s impact
