Position Description:
The Karen Organization of Minnesota (KOM) seeks a dedicated Youth Health Program Manager to lead efforts to reduce substance use and addiction among Karen youth. This role oversees the Youth Case Management program, ensuring delivery of culturally responsive and linguistically appropriate services to youth who are experiencing substance use challenges, are justice-involved, or are disconnected from school and family systems. The Program Manager supervises youth case managers, coordinates program activities with internal staff and external partners (including but not limited to The Urban Village and University of Minnesota Physicians), and builds relationships with schools, healthcare providers, law enforcement, corrections, and Karen community leaders. This role also incorporates strengthened expectations around community engagement, staff support, clear communication about program services, and carrying a limited caseload to maintain program quality and capacity.
Responsibilities
Program Coordination & Development
- Map existing treatment facilities, referral processes, and support services for youth substance use.
- Conduct needs assessments with external evaluators to identify barriers and service gaps.
- Coordinate regular meetings with project partners and provide written updates on workplan progress.
- Develop strategies and standardized procedures to ensure timely referral and connection to treatment for youth with substance use concerns.
- Create clear program descriptions and communication tools to help staff confidently explain services to youth, families, schools, and community partners.
- Implement and maintain program tools such as standardized case note formats, decision trees, and incentive tracking system
Training, Outreach & Community Engagement
- Provide training for KOM staff, partner organizations, and Karen community members on substance use disorder, treatment options, referral pathways, and available support services.
- Develop and deliver culturally informed substance-use prevention presentations, including English-language presentations for schools and partners.
- Build and maintain relationships with teachers, school social workers, counselors, and other school-based staff.
- Actively attend and participate in community events to represent KOM and strengthen community connections.
- Support and contribute to creative youth programming, including summer activities that engage youth in positive ways
Supervision & Staff Support
- Supervise Youth Case Managers and Youth After School Program Coordinator, including approving timecards, reviewing expenses, conducting quarterly performance evaluations, and providing ongoing training and consultation.
- Supervise staff during walk-in services
- Foster an environment in which staff feel supported, valued, and connected to the team.
- Address communication gaps, strengthen collaboration among staff, and promote shared leadership.
- Ensure consistent use of referrals, intake, documentation, and case management procedures.
- Carry a caseload of approximately 5–10 youth based on staff capacity and available funding, in order to support program needs, ensure service continuity, and model high-quality case management practices.
Program Operations & Reporting
- Oversee documentation systems, including case notes, referral logs, and workflow tools.
- Assist with completing intakes and carrying a 5–10 youth caseload as needed, according to staffing levels and funding availability.
- Support the Program Director and Development Director with funder reports and evaluation activities.
- Attend regular team meetings, staff meetings, partner meetings, and monthly 1:1 supervision.
- Provide KOM office supervision at least one day per week.

Required Minimum Education & Experience
- Master’s degree in social work, psychology, or a clinically related field
OR - Bachelor’s degree in social work, psychology, or related field with an LADC license
- Minimum 3 years of experience in behavioral counseling, opioid use disorder treatment, and/or clinical supervision (outpatient or residential).
- Valid Minnesota driver’s license and an insured, reliable vehicle.
Preferred Qualifications
- Full clinical licensure (LICSW, LGSW, LPCC, LMFT, or LADC).
- Passion for working with at-risk youth.
- Strong problem-solving skills and judgment.
- Ability to advocate for clients navigating system barriers.
- Knowledge of opioid use disorder best practices and treatment options for youth and families.
- Experience developing and delivering training related to substance use or mental health.
- Experience conducting community needs assessments or qualitative program evaluation.
- Experience supervising direct service professionals and providing case consultations.
- High cross-cultural competence, including communication, adaptability, and self-reflection.
- Experience engaging with and supporting the Karen community.
